Dream of 2010: Educated Gujarat
Education is a important for development of citizens of the country. Effects of education are seen in social sector like health, women development, employment, child development, labour etc. Education is necessary for economic development and progress of the country. Thus, education is important for economic and social progress of the people. It has, therefore, become inevitable to concentrate our attention to increase education among people. Following matters attract our attention on education.
Literacy rate in India was 62 in India in 1997; while it was 74 in maharashtra; 72 in west Bengal; 70 in Tamilnadu; 93 in Kerala ; 58 in karnatak and 68 in Gujarat. Drop out rate was 43.71% in 1998-99, in karnatak while it was 48.1% in Gujarat.
According to National survey in 1998, growth literacy rate in last six years is 22 in Assam and Sikkim, 14 in Uttar Pradesh and west Bengal; 9 in Maharashtra; while below 7% in Gujarat. In view of these facts many efforts are required to be made to improve standard of education in Gujarat.
In order to increase education at every level, education sector in well developed and Gujarat education may compete with other states and at world level, Govt. of Gujarat has prepared social inter-structural development vision, 2010, in which development in education sector has also been included.
.Level of all schools and colleges should be upgraded.
.Facilities of scholarships and hostels to brilliant students of scheduled castes, scheduled tribes and other backward classes and thereby their admissions in selected private schools, Sainik schools in other states.
.Regularisation and rejuvenation on the basis of "Navoday" schools of Ideal Residential schools for scheduled castes, scheduled tribes and other backward classes.
.Such Schools should be established on the lines of public schools and all facilities should be provided therein.
.Qualitative post-education in the higher and technical education institutions with the cooperation of established private sector organisations for admission.
.Commencement of English and Computer education from standard 5 to increase opportunities for job in Govt. of India, army and private sectors and admissions in higher education.
.Number of Primary Schools was 35, 975 in 1999, which will be enhanced to 38,005 by 2010.
.Number of children getting primary education was 81.34 lakh in 1999, which will be raised to 99.89 lakh by 2010.
.Number of primary teachers was 1,98,407 in 1999, which shall be raised to 2,45,336 by 2010.
.Net percentage of admission in primary school was 93.13% in 2000, which shall be raised to 100% by 2010.
.It has been planned to construct 47,097 class-rooms by 2010.
.Progress of the world is on account of progress in higher technology. In view of this, English has been made compulsory from standard 5 from current year.
.Primary education is to be provided free, while fees may be charged in secondary education to certain extent.
.As higher income groups enter into higher education, fees may be charged on cost recovery principle.
.Admission rate in schools is 90.30%, which should be raised to 100%
.Rate of drop-outs in 48.1%, which should be decreased to zero.
.Literacy rate among male is 73% which should be raised to 100%
.Literacy rate among female is 48.6 %, which should be raised to 100%
.Literacy rate among scheduled castes is 61.07%, which should be raised to 100%
.Literacy rate among scheduled tribes in 36.45%, which should be raised to 100%

.For total literacy; Rs.996.10 crore
.For inter-structural facilities: Rs. 4,719,93 crore
.For improvement in quality of education: Rs.2.185 crore
.For secondary and higher secondary education: Rs.1,089.93 crore

Literacy
.100% literacy for males and females by 2010.
.Admission of students and girls-students of scheduled castes, scheduled tribes and other backward classes in schools by 2005.
.100% girls should be promoted upto standard 7 by 2005.
Employment opportunities through education
.Increase opportunities of self employment by occupational training.
.Employment opportunities should be increased in private sector by career guidance through improvement in quality of education.
Action plan: Education
.Facilities of primary education upto standard 7 within a radius of 1.5 k.m.s. from each faliya.
.All preliminary facilities should be provided to these schools by 2005.
.Availability of teachers should be secured by recruitment of teachers from among scheduled castes, scheduled tribes and other backward classes and women of local areas by special contract in these schools.
.Construction of houses for teachers.
.Participation of local people to run schools.
.To create public awareness to admit children, particularly girls in the schools by social campaign and it should be assured that they retain upto standard 7.
.Regular evaluation of management of schools by 2004-05.
.Separate arrangement like ashram schools should be removed by stages and use of savings to upgrade 100 backward tal ukas schools.
Quality of Education
.All schools and colleges should be upgraded.
